What is a 'pallet on airgapped devices'? I haven't heard of it.

It's typo, it is hardware wallet, also the other is wallet on airgapped devices.

Devices can be used as a hardware wallet that never connected to the internet.  For example, I bought a smartphone and install an Electrum wallet shared with another device offline.  Air-gapped means that where a device or a system becomes fully disconnected from the internet so that hackers will not easily access your private key, any wallet that working online might prone to hacks and malware infections.

Back to the OP's wallet suggestion, what is Chilly wallet.  I have done small research but I've never found it.

Your definitions are lacking.

A hot wallet is a wallet on a device that can be accessed through the internet, whether is it is hosted by a website or it is an app on a phone or a desktop.

A cold wallet is a wallet on device that cannot be accessed through the internet. Examples are air-gapped devices, and paper and hardware wallets. Note that even though a hardware wallet connects to an internet device, it is considered to be a cold wallet because the keys are not accessible.
