Anyone?

It seems like your friend got trapped by phishing or his wallet already hijacked by the scammer. That means the wallet that you have mentioned above is scammer's wallet.
You should ask your friend whether he was dealing with suspicious link, website or something else. i thought that someone knows his privatekey or a key to enter into his wallet.
The scammers were sending all of his money.

that's what I asked her, it seems she got some link and somehow gave them access to the wallet... I'm not sure what to tell her

Tell her the truth that her money is gone, and it's not possible to recover it. Advise to her to be careful next time and if possible use hardware wallet.

There are many reasons for your friend to lose money, but also if this is one of those factors, then you advise her to re-learn how to use and protect personal information in this field. Maybe you frequently visit projects that lack transparency and are asked for permission to use your wallet by those projects, or maybe your friend accidentally reveals information and is known by someone. But do not be too sad and see it as lessons to be more vigilant in the use and protection of your information.

So its likely a phishing attack and lot of people fell for it, I can see that your friend is still using the address which got hacked so tell her to move any funds left in there as soon as possible with freshly created from a wallet which is created from other device which she normally don't use.

Money lost forever, its a lesson!

I am also pretty sure that it is a case of hack, scam, or phishing. I also had the same case, until finally, I could not do anything about my assets. It is very clear, if there is no confirmation from ethereum owner regarding the delivery, then it is a case of theft, and I don't think there is any way to return it.

It is possible that your friend was victimized by a phishing site, like majority said here. It is like the private key was given away for some reason.
I had almost fell for one back in the old site of MEW.
I joined an airdrop and they emailed me about claiming my tokens then it redirected me to fake MEW site.

You can tell her to learn from her fault. She must have stored her wallet in the safe place. She should never try to click anylink on internet. These days there are lots of scammers. Just try to tell her the truth about her funds. It might become the best decision to let her learn from there.

I think she was using coinbase or etherscan, so I'm not sure, but next month I'm returning to ohio and checking in with her. until then I don't know if there's anything really I can do.

Either your friend sent the ETH there by mistake or she was a victim of phishing sites or stuff like that. You can see that the ETH left the wallet only 2 hours after they have been sent to it so either the hacker got access to the wallet then or he had access before and was watching the transactions closely and waited until a significant amount of money was on it. Looking at the wallet the ETH were sent to it looks like an average users wallet. It has a lot of ETH on it and some meme-coins. So he is not trying to send the ETH around to other wallets now to make them untraceable.

i noticed that it just sits there, should I tell her to get the police involved? seems like they are thinking it is nothing going to happen to them with the stolen loot, and 15 eth is not a small amount.

Many people underestimate the basic knowledge about cybercrime. People who are new to the world of cryptocurrency and don’t know much about cybercrime are usually easy targets to become victims of phishing, hijacking, malware, etc., therefore the importance of education about the dangers of cybercrime. It’s better to tell her to don’t use that wallet anymore.

If your friend doesn't do anything about this transaction, I think your friend will avoid using this wallet. Maybe somewhere compromised, private key lost or visited once phishing site. Even I think you can't change anything by involving the government or others' help. Your friend should tried to find out what your friend did wrong.

This type of scam happens every time, it is either your friend accounts was hacked by Phishing or someone hacked his/her private keys. No other way to it, this is an old scam. Scammers are coming back to the space especially now that there is a lot of money in the space

There is walware that take screenshot and remotely have access to your computer. If your friend is someone that like downloading softwares, videos etc. from an unauthorized link, he might be a victim of this threat. The hacker will have access to your private key and will be able to enter your wallet even without password. It has happened to me too in the past.

It appears she was trying to buy Kishu (https://exchange.kishu.finance/) but I am about 800 miles from her so I cant retrace her steps at the moment. I go back to the town where she lives in about 3 weeks.
