Is there a way to stop developers from rugpulling?
Maybe a way for a developer to initiate a smart contract and then be locked out of it.

Code is law. If the contract is rug-proof, there is no way of rugging.

Most rugs are done on contracts that have flaws which allow the exploitation of the funds (either intentional or not) OR any privileged function that can be called by a malicious dev (e.g to drain all the funds to another address for "migration purposes"). Of course, there are several contracts which have neither of these, making them (probably) unruggable.

Just don't use scam blockchains,  this isn't a practical issue for Bitcoin because it isn't a system by scammers, for scammers, with a user population that is by definition too ignorant to avoid scams.  Or ask your questions in an appropriate subforum...
