Would you have any tech adviceon how to create a crypto backed altcoin ? Or tips on how to find co-founders that have crypto tech experience

What do you mean by crypto backed altcoin? Is it a token that uses another blockchain? Anyway, maybe blockchain interoperability is something you want to look at because it's starting/started to gain traction.

First ask yourself why you want to make that type of coin. Many have already made that type of coin and they thought that there is a need to make that. If it is going to be backed up by anything then what will be use case of it. The typical use case that developers say is that it is going to be a quicker payment system although in reality we already had a lot. And that means there is no need for it to be made. For the co founder, you must ask yourself what type of co founder you want to have, from the attitude, knowledge and if he is going to have the same enthusiasm as you.

it's quite difficult as the people who have experienced in the crypto will be developing their own project and that's almost impossible to create an original tech related to the crypto.
You must not make it becomes a very difficult thing. You must try to did a survey with the crypto investors and you must know about what will be their answer.
The project must be based on the community's voice. Stop to create a non sense original idea that already claimed to be the future of crypto. It will not work.
Try to follow the trend.

There is a huge risk of exploit or hack which is worrying. My idea was to have a crypto that replicated the performance of the 100 largest altcoins

If we don't have the funds to start creating a potential coin that will hit the entire market, I don't think we're going to sustain a good project. There must be a wealthy individual who back up us in handling out a huge capital before promoting a certain token launch, which can be made through social media popularity boost. When there's a strong community that supports the type of coin that you're going to launch, it needs legit developers who can help you uplift your project to become successful.

If you don't have any experience on programming I guess you better need to learn that if you really want to learn to create your own crypto backed by altcoin or whatever you want. Solidity is the hottest trend on town but I guess old languages are still in used. If you really wanted to create one, then it's a must to have a programming background, just my two cents.

Finding co-founders are easy but founding the right one that may dedicated as yours may be rare, I say they may exist on LinkedIn but I guess it's semi-trusted nowadays. Well, at least try to do some DYOR but it's worth a try on LinkedIn though.

Linked in is a great place to find co-founders and those who like to collaborate, we have seen a lot of projects past and present where they have a link on their Linkedin, you can also find it here in Bitcointalk in the service section but of course, if they posted it here they want anonymity especially for high rank members, it's better if you have a related experience also and don't rely on your potential partners.

Programming is really necessary if you want to seriously venture on this project. And if I may suggest, better look for potential partners that are within your colleagues or friends. The challenge that you will encounter if you will choose via internet search is that, you won't know their true dedication to the project. They can easily get away if they are not happy with the situation. It is better to trust people that are within your grasp.
