I am creating a new ERC20 token. If I need to send these tokens to a new address on MetaMask, do I have to send it to their ethereum address. Please clarify.

Yes. Metamask generated ethereum address supports all types of erc-20 tokens and there are no unique address for each token necessary. Make sure you add the token manually on Metamask to be visible.

Thank You. If I send an erc20 token to a random user on metamask, will he still receive the tokens if he has not added that particular erc20 token in his metamask account.

if you send to correct address and transaction was successfull ofcourse it will sent and added in their metamask account or if check it on etherscan. sometime new token need to add custom token to make it occur in your metamask but it will automaticly occur if look at etherscan. its very simple to send and add it in metamask.

Yes he will because it's not a requirement for receiving a token. When adding the token's contract address (and other details) on Metamask, users would be able to see the ticker/token symbol and amount.

In case the user fails to add them, explorers like etherscan.com would be helpful. They can just copy their Metamask address and paste in Etherscan's search box. The transactions (and details) would appear there.

     This is a very good topic and adds insight for myself and only this time I understand and know that how to send the Erc-20 token type that does not require a unique address for each yoken that is needed, thank you because Egan has explained all this for us still learning about erc-20 tokens
