Someone made a list about this but some info are maybe outdated so take it as a reference only, see https://bitcointalk.org/index.php?topic=5079048

But if you have a tight budget, I suggest looking into pseudo-DEXs first as they generally charge little to no fee, see https://www.coingecko.com/en/dex

Edit: Sorry i hadnt noticed that it was already mentioned aboved.

There are exchangers though that offer free listing but mostly these are just new and for some start up then it isnt really that bad at all but
always aware with the risk in doing so.

New exchanges (especially with anonymous team) are more likely to scam, list your coin to these and you risk its growth as well as your reputation:

1. A lot of ppl are skeptical in putting money to sketchy exchanges, they are either gonna put a small amount there or nothing at all
2. The team could get blamed for their bad choices when problem arises especially exit scams.

Imo, not worth the risk and must be avoided.

DEX listings seem to be the lowest at this point. I do not have a big comparison to make but you can currently list on PlasmaFinance for free (but the platform takes 5% of your raise).

Just note listing on DEX means opening an IDO first and then finishing it to list OR opening a liquidity pool with your own funds (which is why it is free).

I think it is worth it. Looks even cheap.

You want to use the reputation and infrastructure  of a reputable exchmage, which has no interest to support your project.

Additionally,  if the exchange is good enough,  you will also be listed in coinmarketcap.com,  which gives a lot of credibility to your project.

I would stay away from new exchanges

As you don't have a reputation, you will have to pay. There are some projects that have support of reputable members in their team since day 1, exchanges want to list those projects in their exchanges. But that is not the case.
