Maybe the idea of an intellectual right is not something that is embedded in the culture of Russia though I am sure this can be true in other countries as well. But what can be so brazen in Russia is that it is the government itself that is not respecting the laws covering intellectual properties, and this can be the biggest source of the problem. In other words, when you are based in Russia or dealing with some Russians especially those in power or in corporate hierarchy, you have to be careful not to divulge your ideas as they can adopt as their own. Disclaimer: I am sure that all Russians have this kind of mindset, though.

Unfortunately little is able to change while Putin is still alive as he will long be the puppet master even after stepping back from the charade he has built.

The fact that China stole from the USSR, and is now stealing from high-tech countries - this nickname does not justify the same theft of the USSR and then the Russian Federation. But for example, I have not heard that in China there was STATE legislation that would ALLOW Chinese companies to steal, violating patent law, whatever they want, and this will not be considered a crime. There is another nuance here - violation of patent norms will lead to sanctions against violating companies, and this is not beneficial for China - export ban = company death. China has an export-oriented economy. And Russia exports almost nothing except natural resources, from high-tech. Well, let there be a weapon, although, as the last couple of years have shown, they have super technologies only in cartoons, but in practice the systems are not so "super-technological". And again - in this area the Russian Federation will not dare to violate patents, tk. will fall under the ban on the supply of weapons outside the Russian Federation, and this is the second largest source of income, and against the background of a systemic budget decline in recent years, this will only lead to an acceleration of the economic collapse.
