Op is just trying to scam, I think. I think it is a unique idea to scam people who is new comer or also scammer. Bcause OP may take fradulant paypal fund and the he can use that fund to scam on other places. Otherwise, all dt offers 1:1 and also for bigger amount. But the negative trusted user taking about 20% profit. It is ridiculous.

His trust History speaks for itself, so many victims against Him for scamming small amount of funds.
so this one is not far from what he done in the past 2 years.
and beside he has nothing to lose for only having a Junior member account so 30 Paypal is more than worth of His account here ,

As long as it's a PayPal transaction, you'll find it hard to deal with someone even if you use an escrow with this amount, they won't risk their reputation just because of you.
@OP if you really want to deal with this amount, there are many ways that you can do this by just looking on the internet or you can use that to buy directly bitcoin through Paypal instead of USDT.

I think you are on the wrong way, there might have no one who will give this small amount of paypal to a newbie but the main factor is that the person asking to take about 20% advantage. And also your suggestion will not work for the op as op will not be able to buy 30$ paypal fund from any website by providing 25$ either that is usdt or bitcoin.
