State is a geo-political zone that has population, Government, sovereignty, defense, and currency.

Therefore, in Nigeria, Lagos, Bayelsa, Rivers etc are not states, base the above characteristics..but they are regions or provinces in other countries.

While Government is an agency or an institution of the State established to provide welfare service and security to the population.

That means, there is someone or people are  in the state established government for their benefit for the  aspects of the Substructure ( economy).

Those who are in the state are more power than those who are in the government. But we can't see those that are in the state and we see those that are in the Government. So those who are in the State are the invisible hands that control the economy.

Conclusively, In America those that are in the state are Bill Gate, Mark z.etc in Nigeria, Dangote, Wole Adenoga etc.

While those that are in the government are: In America, Bara Obama, Trump, Joe Biden and in Nigeria, Good Luck, and Buhari. That's all the countries presidents with their cabinets.

i agree with your post!! It constructs the boundaries  of the public administration and asserts the normal relationship between elected officials and administrators.

The government is established to protect the interest and welfare of the state. The masses are oppressed by the state through the government.

The concepts "State" connotes different meanings. A country can be referred to as a state. It could also mean a level or division of a country. Basically, states are used as a level of government in the US and Nigeria. We have states like Alabama, Alaska, Arizona in the US. While Nigeria has states like Imo, Rivers and Lagos. Ethiopia call their level of government region states. But in the international community, a state is seen as a country with its own territorial integrity, population, government, military  and currency.
