You should really tell what service or software you are talking about, since Bitcoin Core has no fees panel at all.
Keep in mind that we are not telepathic and we can't guess your problem if you don't give as much info as possible. Then we can try to help.
So... what are you trying to use? And what you're trying to achieve?

In Bitcoin Core - bitcoin-qt, you can click the "Choose..." button beside the 'Transaction fee' just below the 'send' tab.

If the question is for another wallet, please specify.

In addition, also know that custododial wallets and exchanges can have fixed fee, most of them do not have dynamic fee and you will not be able to customize the fee and exorbitant fee more than the usual bitcoin transaction fee will be demanded for. You need to tell us the service you are using.

It is possible that the OP has problems with Electrum because he asks a question that we have had the opportunity to see many times on the Electrum board. I think that the change with the fee window occurred in version 4.0 and above, and it can often be confusing that you first need to click on Pay, and only then choose the fee. I know that also confused me a bit when I first used the new version.

If it's Electrum, you should move this thread to the Electrum sub-board under Development & Technical Discussion > Wallet software > Electrum.

What Electrum version do you use and where exactly did you download it from? I assume it's the newest version. Currently, that's 4.1.5.
Have the signatures been verified?

After you enter the destination address and the amount you want to pay, click on the 'Pay' button. I would suggest you enable 'advanced preview' in the preferences as well. After you click on pay, you will be able to adjust the fee manually or with the help of the slider in the next part of the transaction creation process.

Note that you don't get to set the fee until after you've entered the address and the amount and then clicked the "Pay" button.

Do you not see the "Fee Rate" slider when you click "Pay"?

As HCP mentioned above, after you fill in the 'Pay to' and 'Amount' fields. Click the 'Pay' button. A 'Confirm Transaction' window will appear. Use the slider to determine the amount of 'Fee rate'. If you want to fill in manually, click the 'Advanced' button. Then fill in the fee amount in the 'Target fee' column.

Here's an example in a screenshot (Electrum 4.1.5):
