Neither they can say that Charles is part of the team and thus his published paper is used as a source, given they didn't even list the said blogger as their team. It does not appear that the blog post is associated with the EcoPark Resort project in any way. Obviously they stole someone else's content while creating their white paper, and because of that, I tagged their account. Nice catch @holydarkness.
