UK got there with tax rules first

UK has cheaper licensing

UK dont need you to register with 50+ different offices

My guess is it'll be a progressive country (like one with relaxed laws on marijuana). So possibly either Uruguay or Canada will be the first to run with bitcoin. USA already ruled btc to be property and not a currency, so America is out for now.

Or Crimea! They are also in financial crisis. But you make a good point, that it may actually be a country in financial crisis to be the first to embrace. If your own fiat currency is going down the tubes, then why not take a chance to embrace a new currency? If I was the dictator of Crimea, then I would develop the Crimeacoin and push that on all the Crimeans. (And of course, I'd premine it at least 10%, well maybe 90% if I was a dictator, but I wouldn't tell anybody).

Crimea has been annexed by Russia, which isn't exactly in favor of bitcoin so I don't think that's reasonable.

Greece clearly needs help, but they are part of the EU, so that will not happen.
Realistically, some "crazy" Libertarian island (or floating ocean colony) will be the first, not a "normal" country.

what ever you think it means :)

In that case I will assume that it is the government of the country, and embracing means allowing people to trade it in for everything without criminalising them. In which case I agree the UK.

In many ways I want to say US in a leader and in many other ways I feel they are lagging behind...  Not sure who is in the lead but I don't really consider it to be a race.
