So possibly either Uruguay or Canada will be the first to run with bitcoin. USA already ruled btc to be property and not a currency, so America is out for now.

Or Crimea! They are also in financial crisis. But you make a good point, that it may actually be a country in financial crisis to be the first to embrace. If your own fiat currency is going down the tubes, then why not take a chance to embrace a new currency? If I was the dictator of Crimea, then I would develop the Crimeacoin and push that on all the Crimeans. (And of course, I'd premine it at least 10%, well maybe 90% if I was a dictator, but I wouldn't tell anybody).
