Regulations and rules.... But in revolutionary time like this when something is over regulated it killing the competation when there is only monopoly and cartels it killing also the innovation. First place someone who created fed system and central banks it all started from the innovation Nobody is official first so lets give everybody opportunity to create new payment system and money.
