Your account is getting old already, I am surprised that you do not know about the merit system, or are you trolling?

Is it possible for a user as a newbie to send merits?
Yes

If yes, How many?
Maximum of 50 to any user per month

and how many can you receive as a Newbie?
Maximum of 50 from the same user per month. You can receive as many as possible because different people can send merit to you, but max of 50 from the same user.

Read about merit system here: https://bitcointalk.org/index.php?topic=2818350.0

At top right corner of each post, you will see quote, beside quote you will see merit, click on it if you want to merit the post.

I believe you know that you need one merit at least to rank up and earn more stakes for your bounty work.

This topic is bad try to earn one merit.

It is essy to get one if you contribute to forum discussions, help others rather than spend one or two minutes to create this merit begging topic.

For all your questions, Charles answered but I think you already knew it.

Is it possible for a user as a newbie to send merits?
You can, especially when you have at least 1 sMerit. See this section: https://bitcointalk.org/index.php?action=merit. Every time you get 2 merit, then you can spend 1 sMerit for other users.

Quote
If yes, How many?
50 merit/ user within 30 days. This means if you have 1000 sMerit then you can spend it on 20 different users.

Quote
and how many can you receive as a Newbie?
There is no limit to the amount you receive if it comes from different users. The rule is that you can only receive and send 50 merit in 30 days from or to different users. This cycle will repeat for the next month, and I think that's how the system works.

I believe you know that you need one merit at least to rank up and earn more stakes for your bounty work.
I just realized about that.  :D

Is it possible for a user as a newbie to send merits?
Yes
Am I getting it wrong? Or you didn't concentrate much on the question? If I'm not mistaken, he mean as a newbie can you give out merit to another user? I think one must have sMerit in order to send merit.
So I'm little bit confused seeing you saying yes and getting more lost when the above me justify the answer you gave to OP. I need more enlightenment please.

edited I understand now. It's possible to have sMerit in order to be able to send merit while you are still newbie due to low activity.

You can't, because a newbie means you have never received merit and it means you don't have sMerit because from 1 merit you get then you will have 0.5 sMerit and you must at least get 2 Merit to be able to send Merit to other members

and how many can you receive as a Newbie?
1 Merit is enough to make your rank up to Jr. Members
other things are quite fully explained by veteran members in this thread

I think he already assume that a newbie can send out a merit if he already got some merits.  Then only he was able to have smerits to send out some merits. Its not that he didnt answer it correctly but only a few tweaks like reasoning like what I was said.

A plain newbie account cant send any merits if he dont have any smerits. To be clear.

In your case: probably zero. Just a thought: stop spamming the forum with hundreds of links to Twitter and learn something instead.

To my greatest surprise, your account was registered since January this year and yet you're unable to understand or identify the use of merit system, then what exactly have you been busy posting with your activities nearly 200, well it's never too late, back to your question, i think the maximum that can be sent per day to a single user is 50 while am not sure if there's limitation to that you can receive per day.

You have registered on the forum 223 days and have made 182 posts till the time and only 2 out of them are in B&H help board asking for image doubt and second one this merit related and all other 10 pages are filled with your bounty submission reports which are not merit worthy so how do you think you will get them on the forum if you have not contributed well enough?

There is only limit on sending smerits which is 50 to one member in one month but if you are not merit source then you will have to earn double the amount of merits. There is no limit on earning merits but it all depends on how useful your post were on the forum members or if they started healthy discussion on the forum but you are not on that list still.

When merit system was introduced by @theymos back in 2018 it was to reduce the spam and shit posters restricting them to rank up on forum and it has helped a lot but if you focus more on acquiring knowledge then it would help rather then asking how to earn merits on the forum. You have spend quite a time on forum and stiil newbie but if you decide to learn you will see outcomes.

Glad that you have understood what I meant, I included theymos merit system link which is enough to understand what merit system is all about, if Rafi0001clicked on it, he is going to understand everything that is needed to know, he got no merit, which means he got no smerit, nothing to send. But as long as anyone register their an account on this forum, they may still have low activity and yet be a newbie and have many merits already, just like you have later explained.

I wouldn't worry about merit limits, because you're in no danger of hitting them :)

You'll start receiving merit when you start making decent posts.

Method A: If you have knowledge, then share it with others.

Method B: If you don't have knowledge, then ask (genuine) questions.

Make an honest attempt at either of the above for the next month and I guarantee that you'll receive some merit!

There is no problem with him or her having an activity of 182. The problem here is that he is here only to participate in Bounty Campaigns and now he realised that earnings are not as good as told by his/her friend or a family member.

When these Bounty participants realize that there is nothing like a permanent income with Bounties as it used to be back in those days then they ask questions, about how to get merits or if they have multiple alt accounts and want their main account to rise the rank they would as such stupid question as OP did!

This individual might be doing the same.

It shows that you are here to make money via social media bounty tasks, its why you don't have any merit earned, also there is no reason to create any good posts or there is? All I can see is twitter links to retweets, you won't deserve any merit if you continue this way.

OP is now banned and is no longer able to post in the forum.
It seems that OP understood that he/she needs merit to rank up and tried to earn the first merit with copy-pasting (https://loyce.club/archive/posts/6081/60819595.html) the post made by Gamsa01 above (https://bitcointalk.org/index.php?topic=5411129.msg60818637#msg60818637) in another thread.

That's the problem when a user is too obsessed with getting merit just to rank up, instead of doing good they copypasted with someone else.
If you're a spammer, you'll always be a spammer and you won't improve.  Earning money isn't bad but the most important is the knowledge that we must obtain, I don't think why there are lazy people who can dare to steal other people's work and claim it on their own.

This forum isn't for you OP, enjoy your life outside and never come back, once you do, that's a ban evasion.

OP is now banned is no longer able to post in the forum.
Reported it.

He deserve it, most of newbies that copy pasting an articles might doesn't know if he's must provide the original sources. But if he's copy pasting someone post words by words, he's lazy as fuck to wrote just for 2 liners for just a common suggestion.

Nowadays there's many fake newbies who're trying to trick senior members in order to get merit, they're act like they doesn't know anything and ask genuine question while he already know the answer before.

Unbelievable. Even the OP was plagiarized from a locked 2020 thread:
https://bitcointalk.org/index.php?topic=5227985.msg53899118#msg53899118

Honestly, some people really don’t give a crap about what they write, and just target the shortest possible way of earning a Merit or two to go back to the bounty hunting cave with a few more privileges but cero added knowledge.

<...>
I briefly pondered the same...

Yes it's possible if you have sMerit's but before you send a merits you need to earn a merits first, because every time you get 2 merits then you receive also 1 sMerit's. Your sMerits is the only merit you can spend or give to other users.
Based on my observation you came here last January 14 2022 which is you are 7 months old here in forum but did not get any merits because in your post history all I saw is from bounty I did not see a good quality post deserve merits. So if you want to give merits to others then you must gain it first.

Edited
Now Op is banned because of plagiarism.

Yes your statement are right merit will only who have post quality post it's no matter who is newbie or higher rank so now better to post to receive merit . First we have to active on forum and quality post will be considered to eligiblity to get merit then we have become enable to earn money with this

about the questions you ask of course have received many answers from other members and it is very clear. But here I will only explain about the posts that you have done so far. You better focus on your posts and improve the quality of your posts. do not make a lot of spam because it will only harm your own account. If you want to grow your account and contribute to this forum, make quality and useful posts. a good example of the merit question you asked. make a healthy discussion, because your goal is also to get merit so fix everything.

Your suggestion will not work. OP has been banned due to plagiarism and it's no longer possible for him/her to improve the posts quality.
This has already been mentioned in the previous posts made in this thread.

Edit:
I just reported the topic to moderators and asked them to lock it.
