If yes, you can exchange it many places, for example https://coinmarketcap.com/ru/currencies/velas/markets/. KuCoin, for example, has no KYC and you can freely deposit and withdraw your money to any wallet there. Uniswap also has support for this coin, but I don't know how liquid it is.
