Is the transaction confirmed yet? If so, you might have a chance to recover the funds if the transaction uses RBF, and you're transacting from your personal wallet. Posting the TXID would help.

You want to send 0.46642 BTC or mBTC? How did you lost it? You are scammed or you lost it as transaction fee?

I think what he is trying to say is he lost half of his funds from transaction fees, if you will not check the details of your transaction you will lose it from a very high fee, my friend almost send his Bitcoin to me he just notices that the transaction fee was $37 when he tried to send $50.

OP should post the TXTID for us to see if it's already confirmed.

People should be aware of the existing network congestion and know how to deal with it, you may have to delay doing transactions now, if it's urgent like an emergency situation, choose your altcoin and just buy back when the congestion eases up.

Nothing can be done even if the transaction has not been confirmed. If the transaction supports RBF and if he can be able to cancel the transaction, he will not want to cancel the transaction because higher fee is need to cancel transaction.

You need to pay the fee for your transaction to be confirmed. you can reduce the fee to a minimum with an acceptable delay instead of paying a lot of fees.

Without giving us the details of the transaction, all we can do is guess and assuming that you are trying to send an amount in the range of $ 30 and you paid about $ 12 in fees or 0.00046642BTC, and assuming that your transaction is small, then these fees are considered good compared to the current situation and therefore your transaction will be confirmed in the coming hours (if not confirmed yet)

Consider it a lesson for the future and next time remember to do the following:

Use Bech32 addresses.
Use wallet that support RBF.
When fees are low Fees not low! Wait for opportunity to Consolidate your small inputs (https://bitcointalk.org/index.php?topic=2848987.0), consolidate all of your previous transactions into one input.
Use the Lightning Network for everyday payments.

If its not personal, can you share your transaction id here so we can dig more into it to give you detailed information about what happened. Also which wallet did you use to spend the funds ? I guess you transferred funds at the worst possible time (highest congestion).
PS: Always check the fee rates on mempool.space before you proceed next time.

Are you sure you paid 40$ as fee for this tx ? On the block explorer it shows you've paid 46642 sats (~13$) in fee which was normal according to the mempool conditions. I hope you were using a self custodial wallet (where you control your own private keys).

You should write what exactly you did, that is, where you sent the Bitcoin. Did you pay somewhere or did you just send it to a friend? You will probably have to contact the recipient and explain, possibly paying only the difference.

You send 0.0004734BTC or 13.10USD and cost you Transaction fee 0.00046642BTC or 12.91USD
To the address you wanted to send it to, only 13.10 USD arrived instead of the planned $40. At least that's how I understood it.

The transaction got confirmed over 1 day ago (180 confirmations as of now) so there is nothing else that can be done except maybe you learn a lesson about the Bitcoin transaction fees and the mempool.

Half of the Bitcoins you tried to spend ended up as a miner fee because of the high transaction fee rate you or your wallet set, and the mempool is kind of messed/clogged up at the moment.

People should be aware of this scenario this is the second time I experience this, the network is congested and you should have a good backup plan, the worse that could happen is doing transactions because of urgent need, nobody wants to lose half of their funds to miners, when on many occasions you can only send 2 to 5% of your the amount.

It's been over a week now and hopefully this coming week everything will be back to normal, some traders are caught by surprise by this scenario.

You are correct. He paid a fee of 0.00046642 BTC (12.91 USD) for 0.0004734 BTC (13.10 USD) transaction. But that fee is high. Approximately half of the money transacted paid as fee.

Bitcoin fees do not work as that, it does not matter how much amount you are trying to send in USD as you can send a million dollars with a $10 fees, and you can send $13 with a $12 fee happened to the user.

A Bitcoin user sent over 50,562 BTC ($1 billion) and paying a fee of just 2,513 satoshis, or equivalent to half a dollar.

All you have to do is reduce the number of inputs in one address, waiting for the fees to be low and Consolidate your small inputs (https://bitcointalk.org/index.php?topic=2848987.0), use a good wallet that allows you to control the fees, with a good estimate of the fees and the possibility of activating RBF in the event of a sudden increase in volumes trading.

In the future, I suggest you be a little bit patient and avoid overspending like that, especially in a highly congested network where you need to pay a lot of fees even for one input. Use tools like mempool.space to see the average median fee for the next block and change the fee accordingly. Most wallets overestimate and it will just cause the fee to increase even further. If you really need to get fast confirmation because you're buying stuff with Bitcoin, I think you can use other coins to pay or use a service that has a longer confirmation window or will refund you if the conversion fee change drastically.
