or is it just a private mining operation?

Well why microsoft should not mine? :) IMO they are mining for 100%

I do not know is this their IP or not but I would suggest to them to mine :)
And they perhaps do not need any suggestion :)

I was doing a bit of research and it looks like a TON of malicious traffic uses their IPs.  It doesn't look difficult to use their IP ranges..

May be it is just someone working in Microsoft mining for himself. Blocks found by an IP in a university IP range doesn't mean the university is mining, just mean a student is mining with free electricity.  ;)
