If this is the type of notification you're looking for you can input the exactly transaction fees price you want and you will receive the notification of it when your have an Internet connection but if No! Then I don't think there is an app that sends such notification if there is then I don't know about it.

As far as I am concerned, I don't think there's an app that gives you a notification about fee but there's a tracker that TryNinja make or in short a BOT that tracks fees but you need an app to use it which is telegram app where you can install on your devices like mobile phone or desktop/laptop. I don't have to repeatedly provide the link about it since it is already provided in the post above if that's what you are looking for. If you just want to know the fee then you can use mempool.space to check it out but I know there's no way it gives you a notification so, it's not what you are looking for.

TryNinja's Telegram bot is your choice.

You can manually check it. Bookmark following websites and check mempools manually.

Honestly i never tried any before, don't even know if they either exist or not, but am also going to give a try on the recommendations provided from this thread, the notification i received is the one from the centralized exchanges on market price, that is if one set for receiving them, but that of transaction fee is another thing one can put in place for the benefits of those that often make a bitcoin transactions often.
