It contains an instruction that is now obsolete. It directs users to post the wiki usernames in this thread (https://bitcointalk.org/index.php?topic=1025908) which is no longer useful. Suggestion: Edit the instructions and refer users to the newer threads like this (https://bitcointalk.org/index.php?topic=5135411.0) or this (https://bitcointalk.org/index.php?topic=5322560.0) (NotATether and joker_josue are currently very active in the forum, they could be of much help to those newbies) and also lock the old editing privilege request thread. Out of the other three contributors, only Luke-jr is still contributing stuff (https://en.bitcoin.it/wiki/Special:Contributions/Luke-jr), so the following route that you mentioned earlier is probably also the best way of getting his attention:
