Interesting proposition - where would the block explorer be hosted?  What guarantees would you provide for their continued existence?

usually VPS server ordered from known (proven) provider like vultr, hetzner
paid upfront 1 year, 5 years possibly with upfront deal up to 80% discount
depends on number of years, node explorer monitored regularly
continued existence guaranteed using multiple servers 2x seed nodes, 1x backup node

Let me understand what exactly you are trying to achieve. You want to offer this catalogue of services to the general populace in the blockchain space?

If the above is the case, then, lets get it started the proper way. How many people have rendered this services to and what is the success rate recorded. I will also love to know how legit and legal it is.

Other questions still in my head but this is just for a start.

It is difficult to trust what he is trying to present, especially since he tried to scam before, but what he is trying to promote are developer services and management services for the main contract for tokens so that they are updated to make changes. These changes are either a softfork or need all nodes to change them, and thus a hardfork. I do not think that such services will be useful except in pump dump scam coins where there is no real development team. his services are not for individuals, but for smart contract owners
