Just wondering how this kind of order can be forced?
I see no way if someone decides just wipe their as* with such order.
So is it a bit just symbolic thing?

Easily. If they breach the order, they will be arrested, face trial, and, if convicted, they will be fined or jailed. The idea of punishing someone after they've been tried and convicted is a new one and may take some getting used to.
