Title: on the economist 1988 magazine, what is the circle in the center of the coin?

I think someone mentioned what it symbolized or meant before, but I can't remember.  Searched for it online and can't figure it out (referring to the circle with the line through it on the coin, on the Economist "Get Ready For a One World Currency" 1988 magazine).  Anybody know?

The coin does read "Ten Phoenix", so maybe the circle with the line through it is just the symbol for Phoenix coin? ???
