Serials below 5k are extremely rare. not sure why, but i've only seen a couple (although I haven't really looked extensively). Also think there was one around 5k that sold on ebay at one point. Besides that, I'd be hard up to say I've seen any that are sub 10k. Its like those just didn't leave Japan or something?? No clue, but I know they are not common. I did spend a fair amount of time looking for a low serial satori with zero success.. They did leave Japan... many were included in "promo packs" that had 2x chips and a few pages of print that described what Satori was in a few different languages.
