The damage somehow look fresh and you may knowingly damage it. Who knows if the paper wallet is funded or not. This can be a scam and I will tell everyone not to buy this scam.
You can message DaveF (https://bitcointalk.org/index.php?action=profile;u=300014) instead who is trustworthy on this forum for wallet recovery. You will give him certain percentage if he recovers it for you. This is better than inviting someone who you will scam.
