In the exchange I will give you the private key to my bitcoin address and you will access through your phone ot computer and import it to your btc account and transfer it or option 2 is that I go to a library in Isreal and send to your address through a library computer and you will meet me at the library and give me the cash. Selling the private key to someone means that you also still remain having access to the account. The person may pay for it, but you may still continue to scam him and move the BTC before he does.
