If you install electrum wallet and the transaction was broadcasted from the wallet, the transaction is already RBF because since the latest version of the wallet the feature is on default. So you don’t need to activate any RBF just make your transaction. But if the transaction has been broadcasted from another wallet without RBF enabled and you import the wallet into electrum there is no way to turn a non RBF transaction to a RBF transaction. If you make a transaction on Electrum, the transaction will support RBF. But not on the latest version but since version 4.4.0 or so which was released on April 18, 2023. It was released not long after full RBF was implemented.

But can still double spend the said transaction since most nodes now are full RBF enabled. If it is noncustodial wallet, I do not know why people still use such outdated wallets. You don't need to turn it on (activate it) because the software does it for you but if you're careful, you can check that option and see it is ON or OFF.Issues with RBF no longer being toggleable (https://github.com/spesmilo/electrum/issues/8490) since Electrum 4.4 version. The (excellent) unofficial guide which is mentioned on https://www.electrum.org/#documentation (https://www.electrum.org/#documentation) also clearly tells you that RBF is on by default: I’m really cheap. Tell me how I can save even more money? With that, a noob's gonna be noob to search "easy-to-follow" videos than research from official and reputable guides. I am assuming you didn't receive or send any transactions and went straight to searching for the RBF feature. If you had created a transaction that is still unconfirmed, you would see it in your history tab. From there, you just right-click on it and select "increase fee". Enter a higher fee rate (based on Mempool.space, for example) and broadcast your new transaction. The nodes should then pick this new transaction up and get rid of the old one in their memory pools.
