You can buy stolen paypal accounts for 20% face value last I checked. Indeed there's a risk, but I do have a few positive feedbacks, and this is a relatively small amount - I value my honour and my reputation on this community more than that. It might cost a bit more but it works.

It works only once, their goal is to give newcomers access to their first mBtcs. There's also eBay now. Both are overpriced though, hope it changes in the future when they'll have more competitors selling bitcoins.
