I would think you were a troll if you didn't actually have code written. Few things:

1. You must record a video to mine? Who else looks at the video to verify it?
2. Mining only works in a bit city? wat?
3. Admins decide who can and can't mine? How is this decentralized?
4. The wallet is PHP?! So you must run a webserver to access your wallet?

Even though I can see some interesting ideas in this, I have a strong feeling this would not actually work as a decentralized currency and that some of your assumptions are quite flawed.

Maybe this description doesn’t reflect the main point of the project. I can’t explain well.
1. Everyone can watch the video.
2. This is to be solved by miners.
3. The administrator just has an ability to turn a miner into a user, if there are any complaints from other miners. Self-regulation may be enough and administrator won’t have to interfere.
4. Yes, it is like that for now. In future installation will be simplified.
