If you want to avoid a fee - use Bitcoin-Core. Title: Re: Wallet fee? If you're trying to combine dust from faucets I would suggest not wasting your time - the cost of such and will probably be larger than the amount you're sending.

Electrum doesn't download blockchain - not even headers. The typical _network_ fee is 0.00001 BTC, it's less than a half $-cent. Without adding any fee in the transaction, miners don't have any reason to include your transaction in the blockchain.
