Since when do Americans care about people being on their soil? They'd probably prefer it if they weren’t. And whether you can procure materials on the blackmarket to make a dirty bomb is up in the air. There is a lot of uranium that has been missing for a while, so It's possible and I'm sure if you had enough money and the contacts you could fairly easily acquire some, but I reckon most advertised places will be scams or stings I would've thought.
