No Idea, but it would seem they are being vague about the process as to not have many people claim against them. More likely they're being vague because they haven't decided how they'll do it yet. They won't want to make a statement then change their minds and contradict themselves, and their options will vary wildly depending how reliable they conclude the Gox database is, which will presumably take some time to investigate.
