Title: Who is moving this ? Though I can see the following web hosting threads are allowed to stay in Services section, e.g.

Moving a thread doesn't automatically handle a report, I will mark it as handled when I get to it.

It is still stuck at 98%. But probably I have been able to decipher the reason. I am just seeing the modulus of a decimal value. From 97.6% to 98.5% it will always show me 98%.
