What is the min you can send with a message attached to it on the block chain?

Are you talking about the "public note" function on the site blockchain.info, or a message in the blockchain ledger using OP_RETURN?

the public note or however someone could claim a address for all to see.

you can attach a public note to any transaction with anything you like upto 255 chars.
