If the coin is dying and someone is seeking for a new developer, then it is obvious the project will fail regardless of actions taken.

It all depends on the execution and if there is a community strong enough to continue. Pinkcoin (https://bitcointalk.org/index.php?topic=624017.0) proved it. A coin is nothing but a name, until it is made valuable in the eyes of its holders.
