Haven't seen an announcement thread for this coin on Bitcointalk, which is kind of strange. Apparently this coin uses the Tor network for anonimity (http://www.neutrinocoin.org/assets/neutrino_whitepaper.pdf). and its already on 11th spot how did that happen when no one knows about it. only way is insider premine and self trading to create the artificial cap and price. and the fact 210million already mined when nobody even knows about it.
