1.) Isle of Mann (bitcoin island) 2.) Bali (another bitcoin island) 3.) Germany (no capital gains if btc held > 1 year) 4.) They know you'll never find them if you pay for something and don't receive what you paid for. But yes, you'll want to go to more of a third world country as opposed to established counties if you're into gambling and want to offer it worldwide.

Table games, including poker, were legalized in 2010.
