yea they realised they do not have jurisdiction.

the most you will see is consumer rights policies. basically a strengthening of business ethics and advice from 'better business bureau' about how businesses should operate.

american government cant put a licence on a business running in europe that is not touching the dollar. because america does not have jurisdiction to regulate th euro and hand out euro licences.. euros are not american property... neither is bitcoin

but if your business is touching dollars.. expect a requirement for american licences

If "BitLicenses" mostly serve to clarify the law with regards to "virtual currencies", then this could be a marginally good thing.
