If you had a VPN you could probably create an account in for another country - but you'd have issues if they asked for verification. As far as VCC's go I'm not sure whether they actually work out in the long run, I've read that PayPal eventually picks up on it and you have to supply a set of verifiable documents or link an actual bank account which kind of defeats the purpose of a VCC. Bro if your country not accepting PP so don't worry. You can use PP on your dynamic IP easily.
