I signed up and received an email stating:
"Thank you for signing up for the Windows Developer Program for IoT.  We’ll let you know when your kit has shipped."

Tips welcome! Thanks!

I registered and I received it:

Hello [name] [last name],

Thank you for signing up for the Windows Developer Program for IoT.  We’ll let you know when we have more to share.

Thank you,

The Microsoft IoT Team

Will I get Intel Galileo for free? Is this actual?

Free boards with no string attached, only by sending a email?

Its more likely some kind of pishing site, or a site to collect emails to spam

It is not phishing

Is it really somehow microsoft-related website? It seems like a phising website to me.
Why would they give away free motherboards?

Windowsondevices.com, registered under Microsoft, redirects to the dev.windows.com subdomain.
It's legit.
I don't think everyone who register will automatically receive the Galileo board.
There will be some vetting conducted, and I'm sure geographic distribution will be factored in as well.
