A nationwide network of more than 4,900 payment terminals in the Ukraine now allows customers to easily buy bitcoin for cash.

The network, which is operated by the country’s National Credit Bank, allows customers to buy vouchers for bitcoin from a new company called BTCU.

No, but if gives the people a quick way to move their funds into bit coin as the political situation deteriorates. A sudden change over there could be big for bit coin and big for them as well since they have a safe way to store their wealth if things get uglier.

So there was already the ability to transfer money for various other reasons, which made it easier to add this as a new application.
You aren't actually buying Bitcoins from the ATMs, and they don't need to know anything about Bitcoin, you are buying a voucher that you can then use on a website to buy Bitcoins.

You aren't actually buying Bitcoins from the ATMs, and they don't need to know anything about Bitcoin, you are buying a voucher that you can then use on a website to buy Bitcoins.
I guess offering that extra step to make it that much closer to the real thing isn't necessarily a negative. If true, that's a lot of freaking ATMs and likely a world leader.

Surprised here also:

That part I was expecting, the machines are not only for BTC, they have several other functions.

I wonder what the median % +/- is being charged across these 4,900 ATM's?  Would be nice to see somebody put out a comprehensive site that not only listed bitcoin ATM locations but also published their current charges/transaction fee's as well.

A global map tracking every active machine, including fee data, would be great!
It would also encourage competition and possibly lower some fees.

This is not a full-fledged ATMs, through them you can not get the cash for Bitcoins.
