The idea of legalizing cannabis to help for border security sounds good too me

There are many, many more factors at work than the dominant political affiliation of a state. Let's put it this way. If a primary Republican leader in a state like TX got behind a concept such as this, advocated it and sold it, people would get behind it that are basically fence sitters. There is no uniform or dominant "anti marihuana" attitude among Republicans or Republican leadership.
