It's for testing purposes. I.e you are setting up a pool, you wish to know if it handles blocks correctly, orphans etc. That is where testnet comes in.Testnet coins are unspendable on mainnet, and they don't have any value(though one could argue the same about bitcoin's mainnet, but this is a different story).
