They’re supposed to be using those to call back home or to call family members in the United States. They have an economy that outstrips about 10 US states. They planned this crisis well in advance and have been running records amounts of product through the border while the agents are "offline"

They never cared too much about people comming in their country, now they have what they have. Criminals, gangs, drugs, weapons, every possible shit.
