Hmm, I wonder what this will have on the effect of btc? Isn't btc-e based in russia? Sorry if this is old news..

 But then I found an article stating that the central bank won't take such a hard stance, but that article was published a month ago.

Yes, it's old news. Also, btc-e's location isn't public. It's said to be in 'eastern Europe', but the exact location isn't public, AFAIK.

Nope, btc-e's location is well known.
You're right. It's in Bulgaria. It says so on the Google results page when searching "btc-e location".
