Forgive me for being a bit syndical about its timing, to me its Obama trying to play catchup after BRICS formation and appease blowback from Africa in UN for US foreign policy support of Israel.

Might be a little too late as the next generation of leaders from Africa are sent to study in China. Perhaps, but it is too late for them. China has been very busy but also very quiet. In any case, this is better than sending billions to Israel to bomb innocent civilians back into the stone age.
