Yes, it's enough to buy a game.  You can also use it to purchase additional items in game (usually in free games like TF2, or get special skins/collectables by trading).

All i know that it could. Both parties of the deals (Either you sell or buy steam stuff that was gained by carding/phishing/stealing etc) usually end up getting locked/trade banned/suspended.
