Why a cat, when one of these babies would do the trick?

Go to any neighborhood. It'll fly preprogrammed in a 1 mile radius grid in less than an hour. The neighbors would look up and think it's just some neighbor kid having fun while their shit is being downloaded from their computer by the other copter(s). To really cloak your intent, have a decoy pulling a banner advertising the local pizzeria. Here's the sweet part: The local pizzeria will pay for this service.  ;D If you don't make a million dollars in the first month, you're doing it wrong.

I needed a good laugh although I have to admit some people are really creative.
Putting a wifi adapter on your cat to get the neighbors internet sounds like the kind of thing a mad scientist would do
In other words GOOD JOB 
Turning cats into lean, mean, hacking machines...  ;)

But people would find really strange see a rat with a collar attached to a device almost 1/3 of its size

Okay, let's drop the cat and drone idea and go with something more practical:

Why not use high power wifi antenna? Some powerful enough can reach up to 22 miles.

This will give a big hint that someone is interested on wifi, and cats can also be used for recon missions, to see if it is worth install a big antenna.
