LBC is not actually selling anything, but rather act as a marketplace and an escrow service for when people buy and sell BTC to each-other. If you trade with a specific person several times then the trader would potentially give you a less of a margin over the index rate but this is subject to you negotiating with the other trader. It works using a peer-to-peer service, but provides instant escrow so it's hard to scam. How are you wanting to buy bitcoins with?

You are essentially buying BTC from other traders, not from a central authority. The most discount in theory that could be given would be the amount they charge for escrow which is IIRC 2% of the trade.
