They consume societal capital thereby reducing living standards of any nation that touches them. Picture two people at opposite ends of a fuel tank threatening each other with striking a match. Nukes for energy is a different story. There's 26 million times the energy of fossil fuel at the molecular level. Also, even in your example it is unlikely that either party would light the tanker on fire as the result is that they would both likely die/burn.
