How come they don't allow customers to deposit/withdraw from certain states within the U.S.?  How come coinbase allows every state as well as bitstamp?

because kraken wants to be sure to make everything correct and only with the correct licenses. If they don't have all licenses to operate everywhere in the U.S, then they do not offer their services there.  (also from germany it was several month not possible).

I think it also has to do with how they are setup to receive money. Their payment processors likely would pass along higher costs to them if they were receiving money from the US.

Kraken based in U.S., they know more about laws in different states
